While there are many of these on the map, you are just required to activate 3 in order to complete a Welcome to Gotham City Challenge that has been included with Fortnite X Batman event. This is located north of Salty Springs (south of Dusty Depot/east of the giant monster bones). This is located near the small hill just north of Retail Row. It’s southeast of Pleasant Park/northwest of Loot Lake 
This is located on the hill in between Pleasant Park and Loot Lake. This is located in the prison west of Moisty Palms. Just east of Lazy Lagoon outside of the small town. The Fortnite Bat Signal locations are: Junk Junction Haunted Hills North-east of Snobby Shores Between Pleasant Park and Loot Lake North of Salty Springs West of Moisty Palms Fortnite. This is located just north of Lucky Landing in the hills west of the desert. This is actually located in Junk Junction atop one of the buildings, right in the center of the Point of Interest. Specifically, the bat signal is located on the side of the hill that overlooks Fatal Fields. This is located just west of Fatal Fields on the hill right before entering the snow portion of the map. There are Bat Signals scattered all across the map, but thankfully you only need to light up three of them to complete the challenge and earn 10 stars (and get credit towards the cosmetics).
